S.373 (Parker) / A.751 (Hunter) - AN ACT to ensure the safe and efficient delivery of materials for the timely construction of major renewable energy facilities in furtherance of the goals mandated by the New York state climate leadership and community protection act

The Independent Power Producers of New York, Inc. (IPPNY) is New York’s premier trade association dedicated to representing the largest fleet of clean energy generators in New York State and companies involved in: the competitive power supply industry; the development of electric generating facilities; the generation, sale, and marketing of electric power; and natural gas transmission facilities. IPPNY Member companies produce the majority of New York's electricity, utilizing all sources such as: wind, solar, hydro, energy storage, natural gas, low sulfur oil, waste-to-energy, biomass, and nuclear.

IPPNY supports S.373 (Parker) / A.751 (Hunter). This legislation would help achieve compliance with the Climate Leadership and Community Protection Act (CLCPA) by ensuring that large loads needed for the construction of renewable energy projects, such as wind, can be transported to their project sites as safely and expeditiously as possible.

More specifically, this bill would require that vehicles carrying materials intended for the construction of any major renewable energy facility, including oversize and super-load transport vehicles, be permitted to travel on the Thruway and state highways on any day of the week. These vehicles would be accompanied by a police escort, such as Environmental Conservation Officers, parks police, county sheriff deputies, the National Guard, or by a private security certified escort vehicle.

These additional escort services would alleviate burdens on police escorts and would avoid or reduce delays that could hinder the construction of major renewable energy facilities needed to meet the renewable energy targets of the CLCPA.
