(IPPNY) is a trade association representing companies involved in the development of electric generating facilities, the generation, sale, and marketing of electric power, and the development of natural gas facilities in the State of New York. IPPNY represents over 75 percent of the electric generating capacity in New York.

AN ACT to amend the real property tax law, in relation to exemption from taxation for certain solar or wind energy systems or farm waste energy systems

(IPPNY) is a trade association representing companies involved in the development of electric generating facilities, the generation, sale, and marketing of electric power, and the development of natural gas facilities in the State of New York. IPPNY represents almost 75 percent of the electric generating capacity in New York.

AN ACT to amend the real property tax law, in relation to the tax exemption for nuclear powered electric generating facilities

IPPNY Member companies produce over 75 percent of New York's electric power.

The Independent Power Producers of New York, Inc. (IPPNY), Pace Energy and Climate Center, and Environmental Advocates of New York call on New York State to regularly and adequately fund large-scale renewable energy projects. This year's extremely cold winter, coupled with high natural gas prices, have reinforced the need for further development of energy diversity within New York's power supply. Regular and ongoing investments in the renewable energy sector will help meet this need, while also delivering substantial economic and environmental benefits to all New Yorkers.

- The Independent Power Producers of New York, Inc. (IPPNY) today provided testimony outlining recommendations for the 2014 Draft New York State Energy Plan for the state to continue to receive the investment and reliability benefits that the competitive wholesale energy markets provide. IPPNY's President & CEO Gavin J. Donohue testified this morning at a public hearing before members of the New York State Energy Planning Board that wholesale markets work for New York and should continue to be the model under which the state obtains its power supply resources.

(IPPNY) is ready for the 2014 Legislative Session, highlighting its priorities to champion the competitive wholesale electricity markets in the face of sweeping changes proposed by the 2014 Draft State Energy Plan and the Public Service Commission (PSC) through the upcoming proceeding on restructuring electric distribution utilities. IPPNY's focus includes support of policies that further the trade association's mission of promoting fair, fully competitive electric markets in New York State for all resources and the importance of a diverse and robust electricity supply, and that of associated fuels, to maintain the state's electric system reliability.

The primary goal of the Independent Power Producers of New York, Inc. (IPPNY) is to promote fair, fully competitive electric markets in New York State.
In furtherance of this goal, IPPNY supports the following:
"- Fair competition among wholesale and retail suppliers of electricity and among generators and all electric resource alternatives including renewable, fossil-fueled, nuclear, distributed energy resources, and conservation technologies;
"- Regulatory certainty that enables power generators to plan for the future and finance new or repowered electric generating facilities, and ensuring consistency with the competitive energy marketplace in relation to incentives for power plant investments and for assisting communities impacted by power plant closures;
"- Fair tax treatment of New York power facilities, including in the areas of property tax, the Corporate Franchise Tax, and benefits to manufacturers, as well as the continuation of previously enacted tax relief;

The Independent Power Producers of New York, Inc. (IPPNY) commends Governor Andrew M. Cuomo for recognizing the detrimental financial impact on New York businesses of a complicated tax structure and proposing positive changes in his 2014-2015 Budget Address. The Governor has recommended the reduction of the rate of the Corporate Franchise Tax from 7.1 to 6.5 percent as well as the partial elimination and expedited phase-out of the temporary surcharge on utility bills under Section 18-a of the Public Service Law.

The Independent Power Producers of New York, Inc. (IPPNY) recommends facilitating the construction of large-scale solar energy projects and energy storage through the New York State Renewable Portfolio Standard (RPS) program, as part of expanding New York's diverse energy mix. IPPNY also supports funding from the New York Green Bank for renewable energy resources, energy storage, and the reduction of greenhouse gas emissions from the power sector. These cutting edge investments will bring needed jobs and tax revenues to New York State.
