Albany, N.Y. 2/11/15 - Independent Power Producers of New York, Inc. (IPPNY) is ready to champion the successes of competitive wholesale electricity markets during the 2015 Legislative Session. With the ongoing Reforming the Energy Vision proceeding and Governor Cuomo's 2015 Opportunity Agenda containing provisions that would affect the power sector, IPPNY's focus will be to highlight the tremendous benefits competitive wholesale electricity markets have brought to New York, as well as to support policies that further the trade association's mission of promoting fair, fully competitive electricity markets in New York State.

I am writing an addendum to Larry Rulison's article "Grid study power play," Jan. 28, on Gov. Andrew Cuomo's proposal to have the Public Service Commission conduct a formal review of the New York Independent System Operator. This story addressed the very concerning development that is the state inserting itself into the governance process of the NYISO.

As the Environmental Protection Agency reviews its Clean Power Plan for decreasing carbon dioxide emissions from existing power plants, it must recognize the great strides New York has already made. While the goal is laudable, the plan as currently proposed is unreasonable and would place New York at a competitive disadvantage to other states.

Senator Charles Schumer's proposed legislation to hamstring the proper functioning of New York's energy markets undermines current and future investment in the State and jeopardizes system reliability. The Senator is wrongly attempting to defund the Federal Energy Regulatory Commission's (FERC) oversight of the State's Lower Hudson Valley capacity zone, which was appropriately adopted to ensure adequate generating resources are available to provide energy to the part of the State with the highest energy demands.
