Director, Market Policy and Regulatory Affairs

Position Purpose:          

Independent Power Producers of New York Inc. (IPPNY), a member-based trade association of merchant power generators developing and operating in New York State, is seeking a full-time Director of Market Policy & Regulatory Affairs. This position is responsible for monitoring proceedings at the New York Independent System Operator (NYISO), the New York State Reliability Council (NYSRC), the New York Public Service Commission (PSC), and the Federal Energy Regulatory Commission (FERC), and preparing written communication to IPPNY members, and advocating on their behalf, concerning the development of complex regulatory policies related to the market design and rules affecting the wholesale electric power system in New York. Responsible for identifying and communicating issues of importance to members, analyzing the implications of these issues, developing policy positions, and communicating how the proposed positions advance the interests of IPPNY’s diverse membership.

This position is located in Albany, NY. Salary commensurate with experience. Competitive benefits package, including 401k and medical plan.

Key Responsibilities:

  • Monitors and maintains written notes concerning meetings and proceedings of the NYISO, NYSRC, NYPSC and FERC.
  • Advocates on behalf of IPPNY member interests in public forums.
  • Evaluates wholesale electric market design initiatives, and communicates policies, programs and initiatives on a wide range of issues.
  • Develops, facilitates, and provides leadership on projects and initiatives such as regulatory filings and proceedings.
  • Drafts written position papers, member alerts, weekly newsletters, and regulatory/public policy filings.
  • Identifies flaws in market design rules or other barriers to the efficient operation of competitive wholesale electricity markets.
  • Reports to the President/CEO, and regularly updates IPPNY’s Board of Directors.

Required Qualifications:

  • Bachelor’s degree (BA, BS) or equivalent education, training and experience.
  • Demonstrated experience in facilitating group decision making and consensus building, ability to communicate complex and technical concepts to diverse general audiences.
  • Strong written and verbal communication skills.
  • Familiarity with environmental/energy issues and policy.

Preferred Qualification:

  • Master’s (MS, MA, or MBA) or JD degree preferred
  • Knowledge of competitive wholesale electricity market policy and/or design
  • Experience participating in policy development, implementation and/or legislative processes at the federal government, state and regional levels.

  • Excellent analytical, and verbal communication skills required
  • Requires excellent written communication with technical market design issues.
  • The successful candidate will also have strong computer skills with a variety of programs including Microsoft Word, Excel, and PowerPoint.
