The Independent Power Producers of New York, Inc. (IPPNY) and its Members appreciate the New York State Senate's commitment to environmental protection. As you begin finalizing budget negotiations on the 2015-2016 State Budget, I strongly urge you to reject the Executive Budget's proposal to transfer up to $36 million in monies under the Regional Greenhouse Gas Initiative (RGGI) to the State General Fund (Section 20 of Part P of S.2005 / A.3005 - Article VII Budget Bill - Public Protection and General Government). Of this amount, $13 million would be used for the Environmental Protection Fund (EPF), and $23 million would support clean energy related tax credits.

The Independent Power Producers of New York, Inc. (IPPNY) and its Members appreciate the New York State Senate's efforts to control costs faced by the State's businesses and residents, especially those related to energy prices here in New York, while at the same time seeking to improve the economy and to create and retain jobs. As you begin finalizing budget negotiations on the 2015-2016 State Budget, I strongly urge you to reject the Executive Budget's proposal to increase fees for facilities (including energy facilities) that are regulated: (1) by the Operating Permit Program under Title V of the Federal Clean Air Act and by the State Pollutant Discharge Elimination System (SPDES) Program (both in Part Y of S.2008 / A.3008 - Article VII Budget Bill for Transportation, Economic Development and Environmental Conservation); as well as (2) by a license fee for major oil storage facilities (including dual-fuel power plants) under the Environmental Protection and Spill Compensation Fund (Part X of S.2008 / A.3008). Also, the Title V and SPDES proposed fee increases would take effect retroactively on January 1, 2015 in an unfair manner.

IPPNY represents over 75 percent of the electric generating capacity in New York.

The primary goal of the Independent Power Producers of New York, Inc. (IPPNY) is to promote fair, fully competitive electric markets in New York State. In furtherance of this goal, IPPNY supports the following:

A.10087 (Rules; Ryan) / S.7489-A (Young) - AN ACT to authorize an easement on a portion of real property within the Boutwell Hill state forest in the county of Chautauqua for the location of electric collection or distribution facilities in connection with a wind powered electric generation project located in the towns of Charlotte and/or Cherry Creek The Independent Power Producers of New York, Inc. (IPPNY) is a trade association representing companies involved in the development of electric generating facilities, the generation, sale, and marketing of electric power, and the development of natural gas facilities in the State of New York. IPPNY represents almost 75 percent of the electric generating capacity in New York, such as renewable energy resources that include wind energy.

A.9446-A (Paulin) / S.7026-A (Maziarz) - AN ACT to amend the real property tax law, in relation to exemption from taxation for certain solar or wind energy systems or farm waste energy systems The Independent Power Producers of New York, Inc. (IPPNY) is a trade association representing companies involved in the development of electric generating facilities, the generation, sale, and marketing of electric power, and the development of natural gas facilities in the State of New York. IPPNY represents almost 75 percent of the electric generating capacity in New York.

A.128-B (Cusick) / S.2471-B (Lanza) - An Act to amend the general municipal law and the tax law, in relation to enacting the New York state green economic development zones act The Independent Power Producers of New York, Inc. IPPNY Member companies produce over 75 percent of New York's electric power.
